The problem with averages
A simple average can hide a weak pillar. If two components are strong and one is deeply weak, the headline number may look healthier than the underlying system.
The PolisMetric approach
National Strength reports the published combined level. Balanced National Strength is kept experimental and adds an explicit dispersion penalty. The penalty weight must be sensitivity-tested rather than chosen to manufacture a ranking.
What the measure cannot say
Balance is not proof of future success. It is a descriptive way to identify systems that rely less on one exceptional pillar.
